Actually, ALL interstate highways are technically 'defense highways'. The were built with mainly DOD money for the purpose of moving men and material from city to city efficiently. If there is ever a martial law declared, the DOD will take over the interstates and allow only necessary civilian traffic. You would be wise to buy an 'Ohio Gazeteer' published by DeLorme. It shows EVERY road in Ohio that doesn't fall withing city limits - all Twp, County, State and federal highways are listed and they are accurate maps.
If you need to get around neighboring states, you'll need to buy those state's separately.
Bottom line, know how to get around BEFORE the martial law is declared.
