When the Gulf War ended in 1991, President Bush Sr. began a process to formulate a Middle East Peace plan ivolving Israel, the Palestinians, and the countries surrounding Israel.
The current phase of the Middle East peace process was launched at the Madrid conference conveined by the U.S, and the former Soviet Union 10/30 thru 11/1/91. Former Secretary of State Baker reached agreement on the conference in a series of trips to the Middle East region between March and Oct. 1991. (As stated in the previous catastrophe, [Oakland Firestorm], The decision was finalized 10/18 in Jerusalem.
President Bush made it clear to the Israeli's, with cancelations of loan guarantees on 9/6/91, that America did not accept the permanet occupation of the West Bank and Gaza. Bush Stated:
"Throughout the Middle East, we seek a stable and enduring settlement.
We've defined what this means. Indeed I make these points with no map showing where the final borders are to be drawn. Nevertheless, we believe territorial compromise is essential for peace.
The co-sponsors' letter of invitation to the conference laid out the framework for the negotiations, including:
1. A just, lasting, and comprehensive peace settlement based on U.N. security Council Resolutions 242 and 338.
2. Direct bilateral negotiations along two tracks-between Israel and the Arab nations, and between Israel and the Palestintians; and
3. multilateral negotiations on region-wide issues, such as arms control and regional security, water, refugees, environment, and economic development. These talks would compliment bilateral negotiations
The billateral negotiations were split into 4 separate negotiating tracks, Israel-Syria, Israel-Lebanon, Israel-Jordan, Israel-Palestine.
The Perfect Storm
It was termed "the perfect storm" and was descibed by meterologists as one of the most powerful storms ever. Powerful enough that a movie was made of it! Extremely rare weather patterns, which happen only about once every 100 years, came together to create this weather monster, and record-breaking ocean waves were measured over 100 feet high. This storm ran down the East Coast into the Carolinas, causing millions of dollars of damage. It affected the entire East Coast from Maine to Florida.
The "perfect storm" heavily damaged the Bush family home in Kennebunkpost, Maine. Eyewitnesses said waves as high as 30 feet smashed into the presidents seafront property. The president had to cancel speaking engagements in order to go and inspect the damage done to his home.
The front-page headlines of USA Today on Nov. 1st had the stories of the Madrid conference and the "Perfect Storm" next to each other. One article was titled, "One-on-One Peace Talks Next." The article touching it was titled, "East Coast Hit Hard By Rare Storm." The connection between dividing the land of Israel and judgement on the nation causing it was made on the front page of America's largest newspaper
